I have a Uncanny X-men #283 and the cover "the Uncanny" can't even be seen. It is completely cut off and the bottom half of the comic shows the black line and white bottom from the miscut cover. Does that help or hurt the price?

Some defects can help the price, like having an extra cover. But in most cases, defects will hurt the value of the book. This like this, I believe this is called a miswrap, usually knock the value of the book down. I think most printing defects, even the most severe ones, would knock the book down to an 8.0 max, if the rest of the book is in pristine condition. Some people might know a bit more, though.

Nowadays only the most severe miswraps and miscuts will drop the grade. Most of the grading companies will not count them that roughly as they are seen beyond the collector's control.

In this case though it may count for a bit more as that sounds like a considerable miswrap.

I am unsure what you mena by "mis-cut".
There were many printing - (what would you call them - challenges?) imperfections in the late 1960's through the early 1980's.
Printing pressed were mechanical devices - no comptuer controls, no sensors or anything like that. Printing was depending on a mechancial device to keep the page square. Paper was of medicore quality too - comics were not meant to be kept for a long time.
Interior pages that have a little extra paper where the mechanism did not "cut" the page square - as long as they are minior - are no big deal.
Covers that were cut off center or skewed - well - it all depend on "how bad is it?"

How bad do you think it is? Not too bad, but obvisouly not correct.
All defects detract from value - how bad the defect is is how much it detracts value.
