couldn't find it either. this could be another case of it not having 50% comic story, as according to mycomicshop, it's "A look back at 25 years of the good Doctor, with articles on the various actors who played the character, the merchandise, special effects, an illustrated text story, and more." so I don't think that's enough to qualify, despite other 80s Who Specials being listed that may also not qualify these days.
after MUCH more net searching, I think this is the #15 seasonal special that has no image, as this site lists it as #15 of the 'seasonal specials': https://comicvine.gamespot.com/doctor-who-seasonal-specials/4050-46341/
and they DON'T have the 1979-1989 10th Ann. one listed in that group either.
GCD also notes the 25th Ann special as "Doctor Who Seasonal Special #15".
