It's not because they are unworthy; rather, they take precedence because there are so many other books that are owned by so many more individuals. There is, in a sense, greater desire for their inclusion in the system.

It's not that they aren't worthy, it's just that there are so many other books that many, many more people own so those take priority. More demand for them to be in the system, so to speak.
