At the bottom of the compose window there's a button that says 'Attach files'. click that to bring up the 'browse your computer files' search window, choose your pic and click 'open', then it will upload it, then click the 'add message' button on the right end on the compose window.
but I've submitted the 1983 newsstand and Canadian price variants now, so no need for you to do that.
