I couldn't find anything on it either, but obviously it's a retailer promo of some kind, for the return of Superman stuff. Could have been a Diamond Dist. Retailer Conference goodie, or a promotion sent to comic shops from DC, but most of those are findable somehow, this one isn't, at least with the many variations and search terms I tried, most taken from the text on the thing.

topic title is more helpful if more specific, so use like 'Help with this Superman's Back/Return promo item'. you should be able to upload all the pics to the post there with the 'attach files link' so people won't have to open each one too. good luck, may be a rare piece and worth a chunk to someone.
