As far as I know it's not "illegal" to ship books with ads through Media Mail (in other words no one is getting fined or going to jail), but it is against Post Office policy. With Media Mail they have the right to open your packages and make sure they meet those standards. It happens very, very rarely, but it does happen.

The exception is if they don't have any advertising for anything other than other comic books. Most TPB are okay since they typically don't contain ads.
