I just saw in the price changes that Justice League Internatinal #18 is listed as being the second appearance of Lobo. Lobo appeared in Omega Men atleast 4 times before this issue and I'm sure there were others.

Me thinks you're right. According to comicvine, he was in 7 issues of Omega Men, all published before 1988 when Justice League International 18 came out.
