comics.org has 3 versions of the Atom one: https://www.comics.org/issue/1139840/cover/4/
they don't seem to have the other one, under its name or either publisher. Sometimes these are listed by some series name that's not on the cover, I've found others like that when going thru a publishers list and seeing these type promos, but usually you can find them by publisher somehow, but you have pics at least. surprising amount of utility and other such companies put this stuff out back in the day, even more surprised any have survived or were collected.

Those look like promo comics that might've been published by Harvey
I wish that the people who ended up with the Harvey file copies would have shared info on what promo comics they ended up with.

Added "The Atom, Electricity and You". Under Custom comics Inc.
Added new Publisher "Johnstone & Cushing" and put "The Case of The Blown Out Fuses" there.
