I looked everywhere for other evidence that this book exists and could find very little regarding it. So, I've used the comics.org info with no pricing.

Same here. I was only able to locate this book on comics.org.
It lists this books cover price as $0.00/free. Presumably an obscure promotional item but a comic nonetheless.
I apologize for not being able to find anymore information.

Commonwealth Films Inc is based out of Boston and makes training videos, so I imagine this was some in house project for a client
