I was using Google Chrome as my browser and get this error all the time. But when I switched browsers it worked. So maybe try that.

The file has to be the correct size and type. So it cannot be too big (less than 5MB) or be a .pdf file. JPG files work and PNG files work.
I use Chrome and it works fine for me.
