I was going to report in issue and was directed to the membership toolbar. So where is the membership toolbar? There is a Your Toolbar but I cannot find a membership toolbar.

Your toolbar and membership toolbar are the same thing. Based on the picture you are looking at an old video and looking to add a missing issue.
Go to a title like Green lantern
https://comicspriceguide.com/titles/green-lantern/tly
At the very bottom of your toolbar is a link that says "report missing issue"
You can find that for any title.

at the very BOTTOM of that pic it has Report Missing Issue.
