Is it a good idea to purchase comics coming from overseas if they say they're manufactured in the US?? I don't want to get ripped off. Thanks in advance for the help.

Could always ask for scans or photo’s to see what you are thinking of buying. With any purchase there is a risk, be it a seller in the USA or anywhere in the World. I have only bought outside the US thru auctions in EBay, all coming from London. The few I won, five or so, I only got one bad book that I sent back to seller (Comic Biz Store eBay ID, from London, they said book was NM-, when I got it, I couldn’t grade it higher than a VG. They relisted book as VF+, screwing the next buyer.) anyway, to send that book back for refund it cost me $23 to send back, that sucked.
Anyway, if using eBay to buy overseas your are pretty much covered or safe to get your money back if the buy goes sour. If possible do some research of seller. Look at feedback if possible or if not, ask seller about their refund policy. Hope any of this helps in your decision.

Comics are world wide - I would not be concerned about their being American comics overseas. Could be military service people (or anyone) ordered from USA and had shipped / brought with them.
British versions of Marvel comics are fairly common in the USA - I have several with 9 Pence cover price. (Master of Kung Fu anyone?)
Agree with Quinn below (The Might Quinn?) . Ask politely for a picture via email. This is an assurance of product and condition. (not a guarantee - but better than text!). I ask for email because phone pictures are too small.
I try to put cover scans of my best comics here at CPG online.
