after some googling and finding it on Amazon as "Elfquest Reader's Collection #8: Kings of the Broken Wheel", I found it on CPG:

Blame the publisher for changing the series 'title' after 7 issues I guess.
hardcover version is under ELFQUEST (HARDCOVER SERIES) , just to make it more confusing:
