Everything on the front cover is the same; except for what I stated above and the 10 cent is crossed out on mine and says "FREE" on my cover.

That sounds like the insert in Mad Special #9.  Somebody probably detached it from the magazine.  You used to see a lot of them around along with the other inserts that came with subsequent issues of the magazine.  Some of the earlier Mad comics were reprinted.
