This is directly from Peter David's own site, he was asked if there wil be an issue of X-Factor in November and he replied:
No, there will not be an issue of X-Factor released in November. PAD He was then asked
No X-Factor in November? Are you allowed to tell us why? He then replied:
There’s really nothing to say, except that I assume Marvel will make some official announcement. . PAD So maybe b/c the book has gotten some buzz lately they're relaunching with a new #1? I hope that's the case and it's not being cancelled....

They will probably just re-launch the series like they do for every other title.

I don't see what purpose a relaunch would serve, the book has a solid readership, would they really gain any new readers by changing the numbering for X-factor volume 4? Of course a new #1 could be just the place for a cover price hike to $3.99.

Read some good news on Marvel.com and Newsarama.com about X-factor. It will not ship in November but returns in December with issue #200.
Marvel decided that vol1 (149 issues) + vol3 (50 issues) = 199 so pick up at #200. I'm really over the renumbering but at least this series won't be canceled.

Of course a new #1 could be just the place for a cover price hike to $3.99. I'd like to know what idiot cancelled X-Factor vol.1 in the first place... it was a solid series for a long time. All it needed was a good writer. That mid-late '90s just SUCKED. (I wasn't collecting, but I caught snippets here and there... and stayed away until the last couple years.)
.I wont lie, shinedown's version is good, but Lynyrd Skynyrd's is what Jesus, Chuck Norris, Chesty Puller, Ronald Reagan, and my Father listen to every morning when they wake up. -'bobthebanshee' on Skynard's 'Simple Man' (an all-time favorite)
