According to Alan Moore, the whole point of Watchmen (beyond highlighting how disdainful social and criminal acts masquerading as heroism are neither disdainful nor heroic, but rather unalterable human nature) was to show off how comic books can be used to tell stories in ways that movies can't tell them. What more is there to say? A guy wrote a story which you're not obligated to understand or enjoy, then some other guys made it into a film without him and it flopped.
And lord no, Judge Dredd was a substantially bigger flop than this flick.

I guess compared to what some thought it would make, it was a flop. It's all relative to expectation in most cases.

I thought it might make more but to be honest I was biased since I am a collector. In hindsight I am not really surprised. The source is old and, in the world of film and comics, it is not quite as unique any more. One of the dead giveaways that even the makers of the film thought it was not all it was cracked up to be was the pre-release advertising. What do I mean by this? Well I have found that a vast majority of the movies that have alot of advertising before release end out earning less and getting terrible ratings. Not all movies but definitely a majority. That is why I am very leary about going to a movie that has had alot of TV advertising before release.

I like the Watchmen movie,
It captured the tone of the comics IMO. I was only 12 when I picked up Watchman, and the lcs owner helped my understand it (he actually broke it down for me). I remember that reading Watchmen made me feel oppressed. I had to take a break from reading it every now and again to take myself out of that world for a while. The oppressive atmosphere was too much.
The movie gave me the same feeling as the comics: the oppressive hopelessness that one feels knowing that in a world that has super-people, there ARE NO heroes. Who can save you? Who can you turn to? Everyone is doomed.
I don't really know how much Watchmen earned, and I'm no blind Alan Moore fanboy, but Watchmen was a hell of a film IMO. It's just not as relevant in our day and age. Heck, half of the super-heroes in comics murder people, or are struggling against some evil force inside them pushing them to the dark side. It's not like the Golden Age or Silver Age when good was good, evil was evil, and the good guys beat up the bad guys without getting hurt. Super-heroes like Moore's Marvelman, the Punisher, and the Watchmen to name a few are the culmination of the Bronze Age of comics when existentialism began saturating the comics world.
I personally like my good guys to be good guys. I never did really LOVE the idea of unstable, untrustworthy, or just plain bad good guys; however, it is an interesting tableau to watch unfold. If Watchmen could have been made 20 years ago, it would probably have been critically acclaimed.

For non-comicbook movies, the top grossing flix are not "R rated". That's just how it works because you lose of those teenage ticket sales.
