Captain America was a Skrull. There is no way he would have sided against the US government during Civl War, he's a soldier and he follows the orders that are given to him and since those orders were not illegal he had no choice but to follow them.

I think you are correct in that initialy he would have followed orders, but those orders stopped being the governments and became Tony Starks as Civil War progressed which makes me believe that Cap saw the problem, and did what he felt was best for the country. In other words, going against the very governement he defended for so long. I agree with you that Cap was likely a skrull, however I think the real cap would have done te same thing. Now for the interesting question.... assuming cap was a skrull, and the real cap finally shows back up. Anyone want to take a guess as to how Marvel will handle the first meeting between the real Cap and the winter solider? As far as the real cap would know Bucky would still have been dead, and assuming the real cap appears now, then he would have missed out on the entire Winter Solider is evil story and would just see Bucky, and not a solider he's been battling with these past few years (our time).
