"Ashcans" were made up only to secure copyright to the title...thye weren't actual produced version like "ashcans" of today...
The copyright "ashcans" were generally just mock-ups...they seldom made more than 5 copies (and you're lucky if one copy survives 60+ years...) and the interiors usually were just the guts from some other comic...A copy was filed with the federal copyright office to reserve the name...and the rest were usually handed out to executives in the company or filed in the company archives...
